Yes, with all those inquiries and poor credit you are considered high risk. If you have poor credit, you should not be applying for credit but focusing on raising your score. Try getting a secured card, use it, pay it on time and dont max it out every month. The inquiries are going to drop in two years, but as long as you are in this boat, your applications are going to wind up in the shredder and your score is going to continue to plummet.
