Thats not unusual.  The credit score calculations are to measure responsible use of credit.  Even if it had a balance last month, since credit scores are "moment in time" snapshots it is not able to differentiate between never used or I had a balance last month.  Leaving 1% utilization is better for your score than 0% because it shows current activity.
