Is it possible to file on a debt owed to them?

Nope.  But IRS will work out a reasonable repayment plan with you.  They are not the monstors so many people think, because a neighbor from a few years ago had a letter saying he owed on some inherited stocks and he alsohad not paid taxes for 3 years.  His work is seasonal,so the plan was worked to where it was not an overwhelming burden and things worked very well.
