i got 717 credit score am I eligible to apply for any of good-fair credit cards be approved ?

Most credit card companies have a preapproval link on their websites that you can check with to get an idea as to whether you would be approved or not. Capital One is a lender where many people start, but you may have more options as your score is pretty good. It also depends on what is on your credit reports and remember that there are different credit scores. Do some reading about the different credit scoring models.

try usbank, amex, chase and as said above capital one.  BOA and Discover are not good pre qual sites.  They both will tell micky mouse that they will get a card.
