You cant FORCE anyone to report

Reporting to credit bureaus costs the companies money.  Some cheaper lenders will skip those charges by not going through the application set-up process with the credit bureaus and not reporting your payment history. 

Just understand that if they gathered your permission for credit bureau reporting, should you default and the account goes to a collection company that is set-up to report, you will see the account on your credit report as a collection account even if the original creditor decided not to report it.
