How can i find out all the debt collectors i owe so i can try to arange a payment plan with them ?

Get you actual credit reports

Go to www.annualcreditreport.com so you can get all three (one at a time) of your reports for FREE. You can do this once every 12 months. It will list  all of your personal info (check to make sure everything is correct) and list all of your open/closed accounts, along with any collections and/or court judgements (Liens, Bankruptcy, etc.). Along each entry for your 'debt collectors,' you will find their address and phone # so you can get in touch with them to make payment arrangements. Now if you find any accounts that are not your's or have incorrect balances or information, you can put in a dispute to have them either prove the accuracy of the account or have it removed from your reports.
