Hard or soft pull for secured credit card?
I was wondering if applying for example for Capitol One's Secured card, required a hard pull?

Yes, it is usually an inquiry, BUT it also depends on the lender.  If you go online with a credit card, they will pull your report.   You can check with local credit union or bank and ask them for a "credit builder secured loan" and ask them if they need to pull your credit for that - I've heard of some that will not pull your credit for that type of loan.  With all that being said, if the card is going to help you build positive credit, then it is worth the small hit against your score for the inquiry.  That's just my opinion, though.
