Hard inquires have dropped my scores
I have 2 current accounts open . no late payments ever. 19collections , mostly past hospital bills. First time building credit. On a low budget due to being disabled. What is the best option for me to build my scores with very low payments? I mean lowest payments.. Like. Really low.

Inquiries are a relatively small factor.  They can have a bigger impact for those with thin credit profiles and/or credit profiles with issues.  However, in such cases the inquiries are a symptom, not a cause.  Inquirieis are not your problem.  The 19 collections are your problem.  1 collection is a problem all on its own.  Work on getting them removed.  Paying will not help.  You want removal.  Google whychat's HIPAA method since they are mostly medical.
