From what time does an account fall off of the credit report?
Is it from the time it was closed?

The seven years starts from the DOFD (date of first delinquency). Basically, one month after you made the last payment on the original account before it was closed and sent to collections, if you never made a payment on the orignal account, then the starting point would be when the first bill went past due.
