So it's been 10 years since your credit lines were decreased? If you haven't recovered from than in 10 years than you have some other credit issues to address. Per your own comment the decrease caused a spike in utilization. I'm guessing they were balance chasing you and you weren't making enough progress on your existing debt. We need more info to be truly helpfu thoughl.

Only charge what you can comfortably pay off every month. Paying interest is wasted money.  Keep your utilization at 10% or less. No law says you can't make more than one payment amount. I pay my balances off bi-weekly generally to keep utilization down.

Some creditors, like American Express, also monitor where your card is utilized. They will drop your credit availability if they see charges from a lot of hotels/casinos.
