Did you apply for the credit?

If you did, then most likely the second inquiry was the lender verifing the info.  Most of the time the second one will drop on your next report.

If you didn't apply with them then it's most likely fraud. Someone has your info and is trying to open new accounts in your name. If thats the case then Contact the Credit bureaus and put a fraud alert on your account.  Google it for info on how to do that.

Good luck
