It's not that simple and straightforward.  It depends on your credit profile and it depends on the details of the new account.  Generally speaking, you reduce your AAoA an incur a hard pull when you open a new credit account but other factors have an impact as well.  The 0% is irrrelevant as far as scoring is concerned.  If you have high revolving utilization then don't rely on applying for a new card for a 0% offer.
