Depends on how the lender goes about "Pre-Qualifing" you.  Some have internal finance departmentws that can do the inquiry with out an inquiry on your credit report. ie, they do not have to contact the Credit Bureaus to access the info. Others will use the credit bureaus to get a curtrent copy of your credit report. Those inquiries will generate a "Hard Inquiry" 

Of course, It never hurts to ask.
