Do I have to pay debt that has been handed over to a collection agency
I have been told that when a debtor does this they are basically also getting a tax write off and I could dispute the debt

The reason a debt is turned over to a collection agency is that you weren't paying as agreed.  Instead of listening to what other people tell you, take the time to read the articles here to learn about credit, and work out a payment agreement with the collector.  After all, you created the debt and must pay.
