collections that were removed from a different collection agency. The account should be obsolete.
why is it able to be reassigned back on my credit report is this illegal.

Collection accounts can bounce from collection company to collection company. Long story short, it is legal for the account to change hands and disappear and reappear on your credit reports. For most negative debt the time that it can be placed on your reports is seven years from the time that the original account went delinquent. There are other things that you may want to check into as well: "debt validation" and "FDCPA"
