It's rare that anyuone would

give you a loan with anything in collections on your report.

If they will fall off soon, then wait them out.  Your best bet is to start building your credit score with a secured credit card.  There are many available on line, but most banks offer them as well, If you have a savings account with your bank, or you can open one by depositing a few hundred bucks into, that can used as collateral for the card.   You won't be able to withdraw the cash for usually a year.  But make the payments on time don't abuse the card and they will generally release the money and convert the card to a regular credit card in 12 to 18 months.   that way, once the old stuff falls off your report, you will have already started the rebuilding process.

Good luck

Get a Secured credit card that is reported to all three credit bureaus. Capital One is a good rebuilding lender, check with them for a Secured card even if you have been deliquent with them in the past. They do forgive.
