can company continue collecting state taxes after account has been closed
Finance company closed account in 2009, says "charged off as bad ddebt" but they are still taking my state refund. How can this happen?

It's likely that it's a third party collection company taking the money on behalf of the original creditor.  I would suggest writting a letter of validation that includes any judements and a payment history to force them to show how/why those payments are being applied from the beginning to the last payment that took your state refund.
