CA has told me they do not issue "delete after pay" letters, only "paid" after payment is received.
This debit is from 2010, but has a new reporting dat of January 2015. It is less than $100 and I am willing to pay, but want it removed since today is the first time I became aware of the debt.

Not all collection companies will do "pay for delete agreements". You may want to keep calling back or writing to them to hopefully find a person at the company that will agree to remove it in exchange for your payment. Beyond that, make sure everything they are listing on your report is accurate and if not dispute the inaccuracies. Really look to see if they are violating the laws or your rights in any way and if they are, then that can be used against them with the help of a consumer law attorney.
