Who and what are the best credit cards for after bankruptcy? Also do they pre-qualify the person so as a soft pull is created on the credit profile?

Bankruptcy equals start over.

Been there.  It takes timie and effort to rebuild credit.

It's start over time, so you need to go for a secured card.  Because of the bankruptcy, you are not likely to be approved for any other credit card but a secured card.  You have to deposit a few hundred dollars in the issuer's bank and that will be your credit limit.  After several months, the card may be converted to a regular card with an increased credit limit.
