If the collection agency is the federal government (or a branch of it), yes. If you are in Chapter 13 Bankruptcy, you will owe all tax refunds (federal and state) you get to the trustee handling your case. 

Since you didn't mention which taxes, note that some states may allow for your state income tax refund to be diverted to any collection actions taken by the state; some states may also apply judgements owed to any state income tax refund, but you'd have to check your state laws to be sure.
