A collection account that is over 7 years old, is now a recent OPEN Acct.
I disputed through CreditKarma, a collection account that is over 7 years old. two weeks later, CK says the dispute is closed and now the amount shows up as an Open acct, with a new opening date of Feb this year (2017). How can they just keep extending the Open Date?

The seven years does not start from the "open date", it starts from the DOFD (date of first delinquency) on the original account. If seven years has truly passed since the DOFD, contact the credit bureaus directly. Transunion, Equifax and Experian all have websites. Keep in mind that the seven year rule does not apply to federal loans.
