I have been paying all of my current bills on time for over a year (I have a couple collections and a charge-off from a couple years back) but my on-time payment history has been marked as 0% since May. Anyone have any idea as to what to look for, or why this might be?

Do you actually have any loans? What you mention is bills. Your regular bills have nothing to do with your credit report, unless it goes into collections and gets reported that way. But, an account in collections typically does not report payments being made. It will only report a balance and a status.
If you have no actual credit (loans, credit cards, etc) that you have been making payments on, there is nothing to report.
