every time i apply for credit i get rejected and my credit score takes a dump from inquiries.

Prepare to follow your credit like following a weather storm. to do this you have to size it up, see where it started and where it is going. don't request credit until you know it is clear. control spending habits ..and pay your bills on time..

Two main things you can do are:
(1) on-time, monthly payments
(2) Pay down your balances
Truth is you can't do anything about the past. Also, if you know of anything in arrears then fix it ASAP.
A credit report is just that, a grade on how you maintain credit.
Also, after 7 years debt should be erased that has not been paid on in 7 years. Key point: If you have a 2004 debt for 10k(charged off), and a 2009 debt for 10k (30 days late) and only 10k, Pay off the 2009 debt.

Apply for and get secured credit cards. These are guaranteed and report the same as normal cards.
