My credit score is around 640 and I cannot get approved for any credit cards because of serious deliqunecy on my report. What can I do to help raise my credit score?

First, you need to work with your creditors to come up with a plan to repay debts owed. This may require contacting a not-for-profit credit couseling sevice. Make sure you get a letter stating that this process will in fact improve your credit. The counceling service can better explain this type of letter you will need from the lenders.
Next you may want to consider a obtaining a secured credit card to help establish a better track record of payments on time. Make sure you obtain one that will in fact report on-time payments to the three major credit agencies.
You may also consider piggy-backing by being added to a willing friend or relative who has good credit. You don't have to actively use it, just be added as a legal user. This may or not help, due to the recent changes in FICO, but it's worth a shot.
And lastly, sad to say, sometimes only time will mend a broken credit report, as most items will fall off in time....
