bk is not really my thing but as the accounts age and balances go down on credit cards your score will improve. If I remember correctly they don't want you applying for new credit while in 13 so you are pretty much stuck for now.

You can get a auto loan if needed and approved by your court trustee, so you can get limited credit while in a Ch 13... but no new credit cards or use of any while active in a Ch 13. As Camalott4 stated time and lower balances are your best new friend!

Look at a secured credit card that reports to credit bureaus. Treat yourself to lunch once a month and pay it off monthly.
