A similar thing happened to one of my friends with a score pretty close to 575 and he ended up getting the card from Capital One.

Did the number of hard inquiries go up after you applied? I recently ran into a situation where I applied for a card a few days ago, but I saw no incremental increase in the number of hard inquiries, and it turned out that the bank did not have a record of me applying for the card. There could have been a technical glitch that prevented it from going through.
Aside from that, depending on where you live and other factors, it could take up to 2 weeks (10 business days) for you to get a letter if you were rejected, and potentially a bit longer to get any information if you were accepted.
If you want to find out one way or another faster, you would need to call customer service.
However, for me, Capital One is one bank that I avoid due to some really bad customer service experiences with them in the past.
