As I expected here's the rejection:
I'm not surprised.
Thank you for applying for the Citi Forward(SM) Visa(R)
account. Unfortunately, we are unable to approve your request
for the account at this time because of the following:
o Your total credit obligations, which include
outstanding credit lines, are too high to meet our approval
guidelines, when compared to your stated income.

Citi Forward® Card
Yesterday CK was 702 today its 695 (no indication why it became lower).
I do have high utilization ratio of 94%. Just trying to see if I could Balance Transfer my way out.
We have received your application and further processing is required at this time. We will contact you within a week via email regarding our decision. Thank you for requesting a Citi ForwardSM Card.
Which means I probably got denied. It was worth a shot.
