Did your brother live at one of the addresses AND your father live at the other? That seems like the only way you would miss this question.

Rather than paying the fees, you should just take that money and put it in a secured card, like from B of A or Wells Fargo, from a normal bank. In time, if paid, they will remove the security requirement.

The card info clearly says "Please consider credit status when applying — Excellent Credit Required (As a minimum guideline, Excellent Credit may refer to a credit history free of derogatory information, including current or past delinquency, bankruptcy, and/or collections )"
