I started with a 10% APR in 2005, that became 15%, 24.99% two months ago, and will become at least 29.99% going forward. A nice (aka reasonable) APR is fine, but this struggling bank will make every effort to squeeze every interest basis-point out of your balance...what is a low APR if subject to change like that? full disclosure: since 2005 my credit score has gone up, but Citibank's stock has not. They started me with a 5% cash-back on any purchase...I'm not even sure they have that anymore!
