PA does allow internet-based insurance. I currently have e-surance. They have usually, not always, offered the best rates. Their claim service is terrible though. Always shop for rates though.
I've found Geico's claim service to be amazing(Someone rear ended me and had Geico. Geico called me and scheduled my rental car, and my car repair before e-surance claims even returned my call.)

Complete waste of time, Entered information and instead of giving me a quote, it gave me links to go to each insurance company's website. Try insurance.com, will actually do what this website claims to do.

Orchard Bank has been good to me. Had their secured card with $200 limit. After about 2 years, they sent me a letter increasing my limit to 300 and making it unsecured. After the first year of having their card, their parent company hsbc sent me an approval letter for their card with a $300 limit and it was a free pass to the football hall of fame(because I go there often? LOL never used it) Yea, there's a $35 annual fee on my orchard bank and a $49 one on my HSBC, but now I've had them both for about a year and capital one also gave me a card now with a $1000 limit. I'm tempted to close out with HSBC but don't want to ruin the age of my accounts.
My cards have no fee for CLI. Also, the customer service on the Orchard Bank number is horrible. BUT, if you call the HSBC number they can service your orchard bank card and seem to me to be much better. Don't ever expect to recieve a CLI increase from either from what I've read but Orchard Bank makes so much more sense than any of those fee cards.
First Premier sends me an approval every month and I check just to see. Every month it's a $300 limit with 50 available at first. I can't believe people fall for companies like First Premier, Tribute, Continental or any of the others. They can't possible help build credit if your balance is that high to begin with.

Newjersey, I had that problem too. The trick is to call HSBC's customer service at 1-800-694-9222 instead of Orchard Bank's line.
They're trained better and most times are based in the United States.

Orchard Bank is probably the best place to start building credit. They helped me. I started with a secured card with a $200 deposit and a $35 annual fee(and I had a large amount of negative on my credit).
After about a year, their parent company, HSBC sent me a pre-approval for an unsecured card. Which I took.
I've had the secured card for about 2 and a half years, it has recently been upgraded to an unsecured card.
Credit limit increases are few and far between, but it's a great place to start.
Bonus: Orchard Bank pulls a soft pull to qualify you for any of their cards before the formal hard pull. Easy to see what you qualify for.
