I just switched to Progressive from Farmers (in Virginia), and they were indeed quite competitive. I pay $300 per 6 month term with them now, where Farmers was charging me $721 (3 vehicles, 2 drivers).
Who's cheapest seems to change a lot. I had left progressive some years back because they wanted $744/term, for about the same coverage.

I like the price, but they don't offer broadband service in my state (Virginia). Too bad.

I had esurance for a number of years. Their rates were very good at first, but degraded over time to be none too competitive (though I've had other insurers do the same thing).
The website also degraded, making you call for more things, and their phone service is none too helpful, with long wait times, calls unreturned, etc.

They have now sweetened the deal, and you will receive $35 if you make 3 bill payments within the first 30 days.
I have had a mortgage, credit card, and checking with BofA for 3 years now, and they have generally been good to me. The one time I screwed up my mortgage payment and was charged a fee, they reimbursed the fee after I called and explained the situation.
In general it pays to be careful and make sure you don't break the rules (and thus incur fees) no matter which bank you use.
