DO NOT attempt to file bankruptcy yourself or use a paralegal to do it. I filed Chapter 7 in 2005 and saw someone nearly lose a vehicle that was paid off and worth almost $15k. Fortuneatley, the trustee put their case on hold and told them to consult with a bankruptcy attorney who happened to be my attorney.

Rent and utilities do not report your payment history to the 3 major credit bureaus. They will report someone if they don't pay for a length of time and end up in collections.

Try either Capital One or Orchard Bank. If they approve you for a card, it will probably be with a low limit. Hope this helps-good luck.

Try giving customer service a call and see if they'll lower your rate. Doesn't cost anything to find out and they might just do it. Otherwise if your credit is decent, you might be able to apply for a different card and do a balance transfer. Hope this helps-good luck to you.
