Why CK highly recommend me to take an offer for this card based on my score if my CS doesn't reach the minimum for approval??

I had the option to "Take the Offer" right there, but the range for approval I only get if I hit "learn more" and go to next page.

708 CS with $2700 BT. Approved for $3000 limit. I'm happy because the interest rate is much less and will allow me a little breathing room.

Sign up for the card. They told me they needed further time to complete aplication. I currently  have a 710 score and aplied for $5,000 BT.

My credit score is 686. Top of page says lowest score considered for this card is 690. Thanks for saving me from another Reject Letter!

I have a 711 Karma score, and applied at discover's preapproval website. Was instant approval for $4000.
